Education Transformation

Act 73 of 2025 and Act 170 of 2026 are Vermont’s two landmark education transformation laws. Act 73 established a process for Vermont to transition to a reimagined system of public education featuring larger school districts, a weighted student funding formula, and a statewide tax rate. Act 170 made significant adjustments to the transition, including extending the timeline, pivoting from state-directed redistricting to district-led mergers, mandating participation in cooperative educational service areas (CESAs), and making enactment of the foundation formula and statewide tax rate contingent upon additional legislation in 2027 and 2028.

Superintendent Payne has been encouraging staff, board members and the community to focus on the areas that we can control. We remain dedicated to providing the highest quality instruction for our students, building responsible budgets for taxpayers, and anticipating what education will look like in the years to come.
